Definitely torture... I saw a video of it being demonstrated. The reporter allowed this to happen to him and his testimony after the fact was enough. Its not just about holding your breath... Since your legs are elevated, the water goes into your nostrils and your brain is telling you to breath in, but you can't...

oh goodness, i don't know if I could have watched that. I read about that reporter though. Interesting.

I agree, it is torture. The government said, "it stimulates drowning." But it IS drowning when water suffocates and cuts off your air passages. I'm sure someone can die.
